Welcome to the City of Bolivar home page! Duties and Responsibilities
As a City of the Fourth Class described in Section 79 of the Missouri Revised Codes, the City Administrator functions as the Chief Administrative Assistant to the Mayor. The City Administrator is appointed by the Mayor and approved by the City Council.
Duties of the City Administrator are prescribed by ordinance and include serving as the Chief Purchasing Agent, Budget Officer, Personnel Officer and Liaison Officer. The Administrator aids the Council in the formulation of City Policy, prepares the Council Agenda on behalf of the Mayor, works with City Boards and Committees and other duties prescribed by the Mayor and City Council. The Administrator has responsibility for all real and personal property of the City, sets administrative rule and regulations, coordinates the work of all Departments, investigates the affairs of the City, and implements City policies. At no time do the duties of the City Administrator supersede action by the Mayor and City Council or the Board of Public Works.

Chief’s Welcome
Welcome to the website of the Bolivar Police Department! We are pleased and appreciate your interest in us. The department is located on the lower floor of City Hall and is accessed on the north side. We presently have 26 members of the Bolivar Police Department. There are 20 commissioned officers who include 3 investigators, the K-9 Officer, a school resource officer, and a DARE instructor.  Completing the staff are 6 civilians that include an administrative assistant, parking and animal control officers, 2 police clerks and an accreditation manager.

Fire

The Bolivar City Fire Department is a municipal combination department of four paid employees and twenty paid per call firefighters. We operate out of two stations; both with drive through bays.

Public Works

Public Works Administration provides oversight of all public improvement projects and supports the operational efforts of the Animal Control, Street, Utility Billing, Waste Water, and Water Divisions. The Administration guides new infrastructure construction from design to completion, responds to Dig Rite requests by marking the City’s buried utilities and regulates activity in the public right of way. The division also provides turn key design and construction management services for the operational divisions.

Cemetery

The City of Bolivar owns and maintains three cemeteries within the city limits; Greenwood Cemetery, Bolivar Cemetery and Hendrickson Cemetery. The Greenwood Cemetery is 121 years old and is the largest of the three with over 30 acres and over 90 different species of trees.

Courts

City Court is the Municipal Division of the Associate Circuit Court of Polk County and is located in the City Hall at 345 S. Main Avenue. Judge Randolf Blosch presides over the Municipal Court. Regular operating hours of the Municipal Clerk are Monday through Friday, 8:00 a.m. to 5:00 p.m.; closed on major holidays.

Not all violations require a court appearance and may be made by mail or in person at the office of the Municipal Court Clerk. Provided with citations at the time of offense is a list of all offenses accepted by mail, along with fine amounts. Please note that citations with a 10:00 a.m. court time do not require an appearance and are payable by mail or in person.

Mandatory court appearances are held on Tuesday afternoons starting at 2:00 p.m., with check in time starting at 1:00 p.m.

Trial hearings are held on the last Thursday of each month and begin at 1:30 p.m.

Payment by mail must be in the form of money order, cashier’s check or personal check and include defendants copy of the citation signed on the back by defendant with current address information and telephone number where defendant can be reached.  NO CASH WILL BE ACCEPTED IN THE MAIL.

Payment in person WILL NOT be accepted sooner than five (5) to seven (7) days from the court date given on the citation.
